Using Microsoft update on Windows Server 2000 sp3

I installed the Micrsoft Update on the server and do get the following error
message. [Error number:
0x800A0046]
Please change your Internet Explorer security settings
To save changes to your settings for this website, you need to enable
userdata persistence for Internet Explorer. Complete the steps below, and
then click Change settings to the left and try saving your changes again.
In Internet Explorer, on the Tools menu, click Internet Options.
Click the Security tab, click the Internet security zone icon, and then
click Custom Level.
In the Settings dialog box, scroll to the Miscellaneous section.
Under Userdata persistence , select Enable.
Click OK and when the security warning dialog box appears, click Yes.

I have tried all the remedies with no luck. I notice on XP systems you can
uninstall this type of update and go back to the regular windows update, but
i do not have this option on the Server Site. Any ideas?

Go to Microsoft Update > click on Change Settings in left pane > Scroll down
to bottom of resulting window to "To stop using Microsoft Update" section.

Try setting the security settings to medium and see if it works. You can
change back again afterwards.

In my case the Windows 2003 Server is a Domain server and doesn't have
the elements described in the MS document, such as "Local Users and
Groups" and "Local Security Policy". Maybe that's normal but it sure
leaves me without any solutions that seem to work other than to sign on
as another user having administrative capacity and install the updates
that way.
