Windows Update problem Constant download

My windows update has suddenly stopped working it just gets into a loop
downloading the update over and over it seems. I let it run and the latest
updates which were a couple of megs of data turned into over a gigabyte it
just keeps going. I have tried all the stuff I could find using Google and
Microsoft's site including deleting the files in the
windows\sofwaredistribution folder. I also tried a few other places and
broke XP system restore fixed that problem and I have tried reinstalling SP2
but that did not fix it. No errors as updates just keep downloading so it
does not fail? I have another restore point but it is a week earlier so I
would like to try and solve the problem without rolling back the computer?

I don't mean it tries to download an already installed update if an update
is say 50kb it will show it is downloading the file when it reaches 100% it
will flash and show it is downloading 50 of 100k and on and on left running
it has shown over a gig of updates downloaded?
