Windows Update of Q831167 on WINME never finishes

This PC has been fine, and I have been keeping it reasonably up to
date.

Today, there was one update to put on, Q831167. I have tried several
times, but it never finishes. The bottom progress bar seems to be all
the way to the right, but the button below it says 'Cancel' grayed
out, and I can't click it.

If I try to end the task, it warns me that the installation will fail.
Eventually, I need to restart the PC after a few hours of waiting.

I have done scandisk, NDD, disabled NAV, ended ALL tasks, repaired
IE6, nothing works. I have cleared all temporary files, etc.

This latest time, I have now waited 5 hours on this Celeron 733, and
it is STILL waiting.

I have successfully installed this update on WIN98SE & XP systems, can
anyone help me here?

To assure a clean install, your anti-virus application should be disabled
and all other running processes closed before installing anything, including
Windows updates.

BTW, I also found a 378K file in WUTEMP with the name of the update. I
clicked on it and it asked me if I wanted to install the update, I
said yes, and it was done in less than a second. Then I ran Windows
Update again, and it told me I didn't have it on! And of course, it
never finished...

Yes I have been using Windows Update all along.

Downloaded the file, ran it, got the same results I did when I ran the
same sized file from the WUTemp directory before; I clicked 'yes', and
less than a second later it was finished with no results screen.
Windows Update still says I need to put it on.

This time I double checked and I only had systray, explorer, &
navapw32 when I started (NAV is disabled, however; I have tried this
after killing navapw32, no difference. Also, remember that I have put
this on other PCs while NAV was running & enabled).

After running the 1 second update, 3 additional tasks are there:
Rundll32, Q831167, Ieupdate. Strange, since Windows Update's progress
bar inches for over 1/2 hour before it stalls.

When I reboot the computer, there is a delay, and then I get the
"program is not responding" box, but it doesn't tell me which program.
I then hit 'end now' to reboot.

Interesting, eh?

An 'Update': It finally worked!

I decided to include a second update, which was the optional 'root
certificates', and processed the 2 together, hoping to clear the
logjam. I didn't do anything differently, and it took less than 3
hours this time.

Thanks for your help, good to know the good guys are out there.
