"Windows Update" locks up

Whenever I try to run the windows update, I get as far
as "scan for updates". When I select it, it never gets
beyond 0%. At that point the mouse locks, and windows
explorer goes blank. All I can do is kill the task.

This has been a recurring problem for a long time. It is
not just related to acquiring this latest update. I have
another machine and the problem does not exist there.
