Windows Update Keeps Doing MS07-042

For the past couple of weeks, Win Automatic Updates keeps wanting to install
the same patch repeatedly.

Currently it's "Security Update for Microsoft XML Core Services 4.0 Service
Pack 2 (KB936181).

I've let install many times and rebooted many times, but it keeps coming
back in the system tray.
