Windows Update/Installer Service/IIS problems seem related

List,

I have three current issues, all of which seem related but none of
which I have been able to solve. To set the scene:

1.80 gigahertz Intel Celeron
Windows XP Professional Service Pack 2 (build 2600)
All SP2 and SP3 Hotfixes (i.e. I am current according to Belarc advisor
as of 10/31).


1) I am unable to use Windows Update online (only automatic updates).
I get [Error number: 0x800A0046] for which I have tried the following
three remedies without success:

Method 1:
==========

Remove the user account that is experiencing difficulty from the Guests
or Limited account groups

Click Start, click Run, type control admintools, and then click OK.
Click Computer Management.
Expand Local Users and Groups.
Select Users.
Open the account that is used to access Windows Update.
Click the Member Of tab.
Select the user account that you want to remove, and then click Remove.

Method 2:
===========

Set the Security Descriptor
Click Start, click Run, type cmd, and then click OK.
Type sc sdset wuauserv
D:(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)(A;;CCLCSWLOCRRC;;;AU)(A;;CCLCSWRPWPDTLOCRRC;;;PU),
and then press ENTER.

You will receive a "Success" message.
Type Exit to close the command prompt.

Try Windows Update again.

Method 3:
===========

Add the Local Administrator and Service accounts to the Impersonate a
client after authentication policy
Click Start, point to All Programs, point to Administrative Tools, and
then click Local Security Policy.
Expand Local Policies.
Click User Rights Assignment.
Double-click to open the Impersonate a client after authentication
policy
On the Local Security Settings tab, click Add User or Group, and then
add the Administrator and Service to the list of Users and Groups.
Click OK, and then restart the computer.

2) I also get the error "The Windows installer could not be
accessed...." when I try to add or remove programs. I have tried all
the solutions suggested at the following locations without success:

3) My IIS install is hosed. When I try to connect to the machine I get
a permission denied on my own machine when I am the administrator.
There is no default folder (as I am unable to connect) and I just get a
blank page when going to http:\\localhost.

It would seem that all three issues are somehow permissions-related.
As I have tried pretty much every remedy I can find might anyone have
any new and savvy suggestions for me to try? I could theoretically
re-install everything >= SP2, but I have been saving that as a last
resort.

Any innovative ideas short of bouncing my device off the sidewalk would
be much appreciated.
