Is it at all possible to allow Power Users to access and
install latest patches from Microsoft Window Update?
Registry Edit? Local Policy edit? Network Policy Edit?
Anything?

yes it is possible for power users to implement patches and updates

By default, WinXp and Win2000 allow only users in
Administrator's group to access and install critical
updates on Microsoft's Windows Update Web Site.

How can Power Users be able to do the same without the
Administrator doing a "Run As" or having an administrator
logged on?

don't know but I do this updates under the power user account and reported
no troubles yet
