Windows update file placement??

I've got two hard drives, the first one has the c: drive
and has windows on it. That one is partitioned into two
parts, C and D. The second is partitioned into 3 parts,
E,F,and G. I recently reformatted and set them up like
this. When I download updates manually from the windows
update page, I have a folder named WUTEMP placed into the
E drive on the second hard drive. Before i reformatted,
I had only one hard drive and only one partition, It
would place that folder on the c drive. Why is it
putting it onto my second drive instead of using the
system drive?

It places it wherever on the system it finds the most room.
