Windows Uninstaller Service

XP SR2
I am receiving the error "Windows Uninstaller Service could not be
accessed" when trying to uninstall applications.
I have been to the Microsoft support site and, per MS instructions have
tried unregister/register through cmd prompt. Have tried to register by
Start|Run.
I have checked the register to confirm I have Permissions.
I receive no error messages when I register the file.
How do I resolve this?
msiexec.exe version = 3.1.4000.1823

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.
