windows temp directory

I noticed windows has a temp directory (c:\windows\temp). Is it safe to
delete files from this directory? Or are there only some files that may be
deleted, or am I meant to leave it alone?

It's safe to delete the files in Temp folder. But if you've installed a software during the current session, reboot once and then clear the Temp.
