Windows taskmanager is messed up

Double click around the frame of the Task Manager, this should get the look
you want.

Its been like this since i first got my computer(a few weeks ago)
as you can see in the taskbar, it doesnt even say windows task manager
and theres no toolbar on the top of the taskbar
how can i fix this?

It sounds like you're running Task Manager in "Small Footprint
Mode." Simply double-click anywhere along the top or side borders to
return to a normal view. Alternatively, pressing <Ctrl>+<Tab> will
allow you to cycle between the various displays, and <Alt>+<F4> will
close it.
