Windows Task Manager Window Problem

When I bring up the Windows Task Manager window using
Ctrl+Alt+Del, the menu doesn't come up with the drop down
menus, tabs, or header bar. The only thing that shows up is
the list of running applications and the options of
switching task or ending tasks. Any ideas as to how to
resolve this problem?

Double click the top border or better yet, as Doug says:

"Double click anywhere on the blank border and prepare to be amazed!"

Double click the edge/border of task manager and everything will come back.
