Open Task Manager and double-click anywhere on the top Window border.
Somehow, you managed to convert Task Manager to run in "Tiny Footprint Mode".

Task Manager Menu Bar and Tabs Are Not Visible in Windows XP

When I press <CTRL> <ALT> <DEL> to go to the task manager, I get the task
manager but the menu options are not available as well as the tabs.

You're running in what's called "Small Footprint Mode." To change back
and forth from this mode to regular mode, just double-click on the
border.

Undoubtedly, you did this by accident.

Double-click a blank spot to exit small footprint mode.
