windows\system32\config\system recovery problems

I seem to have the same problem many others are havings with windows not
starting because of the missing or corrupt file. I have attempted to follow
the 'How to recover from a corrupted registry that prevents Windows XP from
starting' that everyone recommends. I can get up to the point of the c:\
prompt.
My question is:
When I attempt to type in the commands (md tmp) I get Access is denied
message. Is there something I am missing?
 
Access is denied probably because you failed to supply the correct
Administrator password. The system administrator is different than a user
with administrator privileges (which is what I believe may have supplied.)
If the system came with XP installed it may just be blank so just hit enter
and see how that goes. There are also password recovery tools that may help
if needed

Tips for that problem - some of which you may have already tried...

Try a boot into Safe Mode, by hitting F8 just before the "Starting
Windows" screen would appear (takes a bit of practice).
Choose LAST GOOD.

If that does nothing, use a working PC to read this first...

After your system is restored, the ERUNT utility available here may
make it easier to fix the problem if it recurs...

If the problem persists, try swapping current RAM (even if it checks
good) for a single, high-quality 512Mb chip. XP reportedly is sensitive
to memory timing.
 
I figured the problem was something along this scenario, however I never get
to a point where I would supply a password. Perhaps I am missing something
fairly obvious, but a little more specific help would be greatly appreciated.
