Windows System Error - IP address conflict

Over the last several weeks I get one of those small pop-up messages (like
the ones when you have Windows Updates) that appear in the bottom right of my
screen that says the following:

WINDOWS SYSTEM ERROR
There is an IP address conflict with another system on the network

This Dell desk top is running Windows XP, using a D-Link Wireless USB
Adapter getting a signal from a Netgear wireless router. These errors are
somewhat recent, while the desktop has been configured this way for over 1
year. Does anyone have any insights? Thanks!

Have you added any new computers recently? Are your computers configured to
use DHCP or a static IP? If you haven't added any new computers to your
network then is your wireless secured with encryption? A neighbour may be
using your wireless network for Internet access.

No, I have not added any new computers to the network. How would I check
configuration DHCP or static IP?

I'm thinking your idea about a neighbor using the wireless network might be
correct. Which devices require the encryption security? The Netgear
wireless router or the D-Link Wireless adapter or both?

You have to setup encryption to be the same on both ends. Check the manuals
for your router and network card for how to set it up. It can be frustrating
the first time you set it up. If you run into any problems post back with
details on what you have done, any error messages, and the model numbers of
the router and wireless adapter.
