Windows startup problems

Hi this has been bugging me for a while now and I can't figure it out. I
bought a computer off of one of my cousins a few months back and it was
running fine. After a few months though it started having a few startup
problems. When I start up the computer in the morning the startup screens
have many lines going through them and different carachters in place of
letters that are supposed to be there and everything else. It then gets the
the windows logo screen and restarts. It then does this again and stops at
the windows startup error page that counts down 30 seconds and then restarts
again. I can also choose to start again with previously known good settings
or just start again and that kind of stuff. If I restart it again on my own
by pushing enter it will do the same thing with the lines but if I wait the
30 secs for it to restart on its own on the restart the lines will be gone
and then on the error page I can hit enter and all will be fine. Also every
now and then during startup it will go to a page that says overclocking
failed yet I never overclocked the computer. Also if I restart the computer
after it has been running for a while then it restarts fine. It is almost
like this problem only happens when the computer is cold. If anyone has any
suggestions or need more details just let me know. It would be greatly
appreciated. Thanks a lot.

You have hardware issues, possibly with multiple components. This has
nothing to do with Windows. Your cousin apparently overclocked the
computer and the first thing you should do is set it back to default.
Once you've returned the computer to default settings, see if all is
well now. If not, do hardware troubleshooting.

often involves swapping out suspected parts with known-good parts. If
you can't do the testing yourself and/or are uncomfortable opening your
computer, take the machine to a professional computer repair shop (not
your local equivalent of BigComputerStore/GeekSquad). If possible, have
all your data backed up before you take the machine into a shop.

Thanks Malke, I did all of these tests and the only thing that failed was F.
#26 Rotational Timing Fail on the motherboard tests. Other than that the
Memory tests were fine and the Hard drive tests were good. Unfortunatly I
dont have the easy access to another psu just lieing around so I couldnt swap
that out. If you know of another way to test it it would be greatly
appreciated. If you would like me to take some Photos of what is going on I
post some on photobucket just let me know. Thanks for all of the help

Photos aren't going to help, sorry. Did you return the motherboard to
factory timing? If not, you should. Other than that, it's time to 1)
check with the motherboard mftr.'s tech support about the error; and/or
2) take the machine to a local computer professional. This isn't
something that can be troubleshot without hands-on the computer.

Thanks for the help. I believe I did return the comp back to factory timing
but I dont know if I did it properly. If you could help me with that it would
be greatly appreciated Thanks again for the help

Again, I can't help you without being able to touch the computer myself.
The only thing I can suggest is that most BIOSes have an entry whereby
you can return the motherboard to factory defaults. Do that or have your
cousin take the machine to someone who knows what they're doing.
