It would appear that you have discovered the true meaning of beta
software - "too full of bugs to be released".
How far into the startup process does it get?
Does it start to display the desktop?
Have you tried "safe mode with command prompt"?
If you can get to the command prompt under this option enter the
following command:
c:\windows\system32\restore\rstrui.exe
That should launch System Restore and you can then choose the most
recent restore point that is prior to the install of the IE7 Beta.
