How do I eliminate the blue welcome screen that comes up
when you start XP (before the logo screen). My system
used to be configured to not show it. Then, I had to do a
restore, and forgot how to do it.

Also, is there a way to customize the windows XP logo
screen? I remember that in 95 and 98 it was a pretty
simple thing to do, but not in XP.

Control Panel>Users. Click "Change the ways users log on and off" and
uncheck "Use the welcome screen".
As for the boot screen, there are many free apps that do this.

Start - Run the line
control userpasswords2

Uncheck 'Users must use a username, click Apply. You will be asked for
the username and password to be assumed (Make sure you get them right)

No - not simply. data is inbuilt in the start up code, and there is no
provision for an alternative to over-rule that as in Win9x
