Windows sp2 wont restart

In XPe sp1 I disabled power management on the "usb Root Hub" so that my
machine would reboot: http://support.microsoft.com/kb/315664

This fix does not appear to work in sp2. Has anyone else experienced this
problem?

More info:
When XP is restarted form the start menu, Windows performs all of its
shutdown activities like logging the user off, saving settings etc and then
hangs at the "windows is shutting down" screen.

I haven't found an error messages about the shutdown. The emulator we have
attached to the system shows that windows is at a HLT instruction.
 
FYI,

I discovered that this was due to the hardware I'm running my XPe image on.

One of the minimum requirements for XPe is that there must be keyboard
controller or an ACPI bios.

Apparently the keyboard controller can be emulated in the bios if ACPI is
out of the question.

Apparently XP has no other way of restarting a machine and if it does it's
not documented any where I could find.
