Windows SP2 & Defrag

After installing Service Pack 2 for XP I now cannto Defrag the Disk and get
a Message when I go through the "Move Programs for Faster Access" under the
Performance Section.

It tells me that dfrg,msc is not an MMC Console or was created by a leter
Version of MMC. Also says I might not have rights to this file.

What is the problem - any ideas

Since when did the built in defragger even have that??
