In Control Panel, | Power Options look for a tab enable APM. Click on that
and enable it.

Restart your computer and press DEL to enter CMOS setup (or the key required
by your BIOS manufacturer. Could also be F2 in newer motherboard.) Here "Load
the Setup Default" values. Save and Exit.

See if this one helps you, let us know!

There's good information on shutdown problems here:

i do not have an APM button under Power mangement Tab

Ok, sorry, it was a shot. What happened between the time it did shut off
the power and when it didn't? What changes? Have you tried a system
restore to before the problem occurred?

Have you tried changing your BIOS settings to "Setup Defaults" as I mention
before. Try it once and then Shutdown your PC. See if it helps you and let us
know.
