Windows Shut-down

When I try to shut down windows with the start button and the select turn off
windows my computer will go through the shut down process, However, after a
blank screen it will the go through the whole re-boot process and be up and
running. Any setting changes to recommend?

Usually a pc that auto restarts itself instead of the shut off cmd you issued
is 99% hardware related....If you recently installed hardware,remove or
adjust
till you can narrow down the problem(s)..

The computer has done this from day one and the dealer I purchased it from
says it is a software (Windows) issue. They suggested re-installing Windows
but I want to avoid that.
