Windows Security Center won't allow me to run a program

I'm trying to run a download program, but it wont work because it keeps
saying there is a firewall. I turned it off and made all the exceptions for
it and it still won't work. It has to be the security center because it
worked fine before I had this stupid security center. Does anyone know what I
can do? Thanks
