Windows Security Advisor tool

I get this message on the MS web page:
"Let Us Do It for You (recommended)
I want to use the quick online tool option.

For faster and easier installation, try the Windows
Security Advisor tool. It will check your computer's
firewall and Automatic Update settings and make adjustments
if necessary. For more details or to get started, choose
this path."

Here's the page:

And here's the one I get that does nothing:
http://protect.microsoft.com/security/protect/WSA/en/unsupported.asp

But when I CLICK on it, nothing happens...
What's the story, here?
