Windows root\system32\hal.dll missing?

I get the above message when trying to start up windows xp pro. No new SW,
no new downloads, nothing new.

Now I went to the boot sequence and get it to go the CD first with the
windows XP in it. But it stays on Windows Setup for 15 minutes now and does
not go further.

How can I get to the file this way that windows message says it wants?

Or - how can I get to RESTORE?
