Windows Repair Console and chkdsk question...

I'm getting an unmountable boot volume error and when I start the windows
repair console and run chkdsk it stops every time at 75% saying that it
encountered a section that is unrepairable. Should I consider this HD dead
and get a new one or should I attempt to reload windows?

Do clean installation and if problem persist.Problem is with hdd.
