Windows Pictures and Fax Viewer Major Problems

Basically, its nothing wrong with file extensions and
associations.

I think I'm pretty close to the problem, when I try to [
regsvr32 shimgvw.dll ] it gives me an error. [ The system
could not find the file specified ] but it was placed in
system32.

I've also tried to get a few other people's shimgvw.dll who
were on SP1. But didn't work.

Can someone please help.
