I think I read in another post that Windows PE comes with a three-license
pack of Windows XP. If this is true, could you send me a URL to get to the

If you mean shipped as part of the OEM Preinstallation Kit(OPK) and only for
use by system builders to install the OS to the machines they will resell as
OEM products - not for use in a corporate or other environments then - yes
there are lots of online vendors reselling the OEM 3 pack sets of Windows XP
