Does Windows PE 2.1 include Internet Explorer?

Does Windows PE 2.1 include Internet Explorer? If not, how to add IE into
WinPE 2.1?

You can add Firefox to a PE image, in fact you only need copy the program
folder from a working install, and (preferably) provide a suitable default
profile so it doesn't ask a load of questions at startup.

This is preferable anyway, from a secure browsing point of view.
