Windows opened from Links

All of a sudden, when I open a new browser session from a
link, it only opens with teh blue address bar and I have
to maximize it.

Is there a setting to correct this to open in a larger
size?

That bar is actually a small window.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
