Windows Messenger keeps starting

I have Windows Messenger 4.7 (4.7.2009) set to start each time XP starts. But I
occasionally right click on the tray icon and "Sign Out" when I don't want it to
run. However, it constantly restarts anyway. I've found no reason why it is
triggered. I do use Norton Antivirus, but all Messenger control options are
unchecked.

Is there a sure way of keeping Messenger turned off short of exiting? It's
convenient to have the icon in the tray so I can restart Messenger when I want
it, but I want to be the one who decides when that happens.

probably not possible.
why not put a shortcut to it in the quick links bar and uncheck the option in messenger to run in background.

Thanks. That's a possibility. Wonder if XP Messenger refusing to stay signed
out is a bug, a design oversight or a conscious decision by MS not to give
control of that function to those who pay to use XP?
