Hi, I dont know i'm new to PCs I just want someone that understands that not
all people are computer literate. It would be nice to talk to someone that

Well first of all there is no one decoder for all video files, so your
question cannot be answered.
Basically, you want to let WMP download what codecs you need when you
open a video file that needs one that isn't installed as part of the
default WMP installation.
Personally, I hardly ever use WMP for either video or audio.

I actually have that installed too, but rarely need to use it.
