Well, yes and no. ;-)
Microsoft is not very consistent in its naming conventions.
When you go to a Windows Mail compose screen and click Format,
one option is "Rich Text (HTML)."
But in Outlook there is a definite difference between HTML and RTF.
The original (generic) Rich Text was a forerunner for the modern HTML.
You can't copy and paste. You have to save the picture as a file.
Then, if you're composing in HTML you can use Insert | Picture. If you are
using plain text you will have to use Insert | File Attachment. A file
attachment is the only way any program can send a picture with plain text.
