Windows Mail with Vista Program

I have had windows vista since January 2008. I was having trouble with
windows mail. I could not send or receive any e-mails. I called my provider
verizon and he walked me through a couple of things. Well it was working
fine for a short while. Sometimes the e-mail works and I am able to receive
my messages but most of the time it does not work. This is the message I
receive : Acount: 'incoming.verizon.net', Server: 'incoming.verizon.net',
Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19 . I
have no problem sending e-mails it is just receiving them. I am at a loss.

Some internet providers put their better people to writing instructions
instead
of answering the phone. See if this helps you find such instructions:

Also, some antivirus programs and antispyware programs cause various
problems in Windows Mail, although seldom immediately. What if any
such programs do you have?

If you have the Google Toolbar program installed, uninstall it since it
also causes problems in Windows Mail. While doing this, also check
if you have a program with SMS in its name installed, and if so, tell us
the name.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.

I have Kasperksky Anti Viris and Webroot.
