windows mail startup problem

Windows mail won't start up, error message 0x800c0155,2. Can't find msoe.dll
Says that another programme is using the inbox, such as an antivirus
programme. But the problem only started after I reloaded back up data
(including mail address book and emails (I hope) onto my computer after a
crash. Prior to this, had no problems at all and hadn't downloaded any other
software. I'm using a trial version of norton antivirus, but its not
operating (as far as I know) when I try and access windows mail. Is there a
way of addressing this problem, can follow simple instructions though am not
experienced in software/hardware troubleshooting?!
 
Uninstall your trial version of Norton antivirus.
Norton antivirus is among the top three troublemakers for Windows Mail.
Symptoms often don't start until months later.
Follow up the uninstall by using their debris removal tool:

Another option is to upgrade to Windows Live Mail, which is more
resistant to the adverse effects of aggressive antivirus products:

In any case you must disable any antivirus email scanning, for the reason
explained here:

thanks for prompt and clear reply. Tried disabling firewall but it masde no
difference, then talked to sympatec who said that norton internet security
2008 (the version I'm trialling) is compatible with vista windows maiol (as
I'd seen on another conversation here that this could be an issue). But I
will now deistall and see what happens, and will get back if there is a
continuing problem. Thanks again.

If you have no other antivirus, we can recommend a free one that is compatible.

HI, well I've deinstalled norton internet security, rebooted, signed up for
avast freebie and am awaiting registration key to load, but still can't
access windows mail. What should I do now?
 
Be sure you followed up the Norton uninstall by using their debris removal tool:

How did you do this reload?
Get rid of Norton!
 
I reloaded/restored the backup with NTI Backup now, which came with the
computer, after saving it on the 2nd hard drive with the same software. This
seems to be the link with not being able to access windows mail, having
deinstalled norton with the deinstaller recommended by Gary, followed the
link.
Have set up a live mail account but still want to access windows mail and
retrieve contacts and emails. And I want to understand what the problem is.

If you have installed Windows Live Mail, it should have imported all
your WM contacts and emails. If that did not happen, let us know.
Once that is done, there should be no need to use WM again.
