windows mail error in vista

Hi All!
Could any one help with windows mail in vista. I recently purchased
computer has windows vista home premium installed in. 3gb ram 500gb HD
etc.. i can receive and send emails from my pop but when i click on an
email link in my web browser it doesn't work.e..very time i get this
message:windows mail could not be started because MSOE.DLL could not
be loaded.
Any help would be greatly appreciated.

Try this:
Open the Default Programs applet, then click on "Set program
access and computer defaults." Click Custom, and select
Windows Mail (or Windows Live Mail). Click OK.

thank you for input , i tried live,,it is the same thing..
