Quite often (several times a day), when I try to return to Windows mail after
returning from standby and click the Send/Receive button, I receive an error
message that states "An unknown error has occurred. Protocol: SMTP, Port: 0,
Secure(SSL): No, Error Number: 0x800C0148". I can restart Windows Mail and
every thing works properly. What steps should I take to correct this problem?

The use of port 0 often means interference from an antivirus program. Which
if
any antivirus programs do you have?

Your error message left out the server name, so you may not have the correct
server name entered in your setup. Who is your email provider (probably the
same as your internet provider)?

I am using Norton Security as my anti-virus program. I am also using Spamfighter as my anti-spam program.
My e-mail provider is Suddenlink which is the same as my internet provider.

My server is Suddenlink which is the same as my internet server.

Most Norton or McAfee antivirus programs, or a recent one from Trend,
cause various problems in Windows Mail, although seldom immediately.
You might try uninstalling the Norton program, not just disabling it, and
see if that helps.

If you need a replacement antivirus program, I use avast!, after a
custom install that left out the part for scanning email.

I haven't heard of problems with Spamfighter.

Suddenlink doesn't seem to have written instructions for Windows Mail
yet, so use their instructions for Outlook Express but under Windows
Mail instead:

Check the part that tells you what port numbers to use.
