Open Windows Mail > Contact > right click on Name header > click Last. If
you have First checked, uncheck it.
Further info :
Windows Mail > Contact > right click on Name > click More. You can arrange
E-mail address, Last, and First in that order.
Put a checkmark on them, highlight a selection, use the Move Up or Move Down
button to place it where you want.

Where do you want to gave the contacts sorted?
In the "Contacts" Explorer window?
Or in the dialog for selecting the recipient(s) for a mail?
In the window:
Right.click in the columns header;
in the context menu activate "Last" to show the column fir the last
name;
clock in the columns header to determine the sort order
In the dialog:
clock in the list's column header name. This will toggle the sort order.
Repeat this several times until you have the right order.
