Windows Mail is automatically adding any and all entries in the TO: list in
mail that is opened. I can't find the option to turn this behavior off. What
am I missing?

I didn't find an option to turn it on of off. But you might want to click
on Tools, then Options, then Send. If there's a check mark in the box
before Automatically put people I reply to in my Contacts list, you
might want to click on this box and then Apply. Click on OK.
