Windows Mail - at Work vs Home on Laptop - both AT&T

On my laptop with Windows Vista

At work I can use Windows mail perfectly. We have AT&T Business DSL

At home, I can only receive but not send. I have AT&T Residential DSL

Am I being blocked by AT&T? or is there some other type of setup issue?

I called my email hosting company and they think AT&T is the reason?

Do you get an error message when you try to send? If so, right-click
on the error message, copy, then paste it into a reply here.
We can't do much troubleshooting without that complete error message.
