Windows looking in wrong drive for Help file

When I try to use WinXP(SP1)'s Help > Index it fails to appear and I get a
popup error stating:

"Cannot locate D:\\Windows\\PCHealth\\HelpCtr\\indices\\merged.hhk"

Note not only the wrong drive letter (should be C:), but the double
back-slashes.

Suspecting a fouled up registry, I searched the registry for references to
merged.hhk, but there were none.

What's going on?
