When I log on to Windows, directly under my user name is a notice telling me
how many unread e-mail messages I have. It is telling me that I have 10
unread messages. I have already read these messages, but it still shows that
there are 10 unread messages. I have confirmed in Outlook that there are no
unread messages. How do I clear this unread e-mail notice, and how do I set
this notice up to show me unread e-mail for my new e-mail address?

Download and install TweakUI:

Microsoft PowerToys for Windows XP (TweakUI)
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

After installing, go to Start > Programs > PowerToys for Windows XP >
TweakUI. Expand "Logon" and uncheck "Show unread mail on Welcome screen".

Note: Unread message alerts may indicate you have unread messages not only
in Outlook Express, but Hotmail and/or MSN email accounts as well.
