windows locks up in "log off mode"

Frequently (but no always) windows will not restart from the "log off mode". To restart, the computer has to be completly shut down.

I don't understand your post. The way mine works, and I have 2 users on my computer so I have 'FastSwitch' enabled, when I click Start>the two options are , Log Off..which only logs the user off the computer,..OR Shutdown, which then gives 2 choices, either shutdown the computer, or restart the computer
If, what you mean is, when trying to log off the computer stops responding, hangs, but does not log you off, that could be because of your AntiVirus program
If you mean that when you try to use the restart function, the computer hangs, not allowing a restart, so oyu are forced to shutdown, that could be caused by several things.
