I think I have found the issue. For some reason the timezone info was wrong
(i.e. the settings for my time zone were preloaded wrong into Vista).

My inbox mail stamp is 3 hours behind. The sent items box is correct. My
computers clock is correct. Is there anyway to change this?
 
Vista's default is the Pacific time zone. I see you got it changed to
Eastern.
