Windows Journal Tutorial

I am working on a student textbook for Tablet PC users. I
want students to use the Windows Journal Tutorial and
then do some practice exercises with Windows Journal.

Do all Tablet PCs (running Windows XP Tablet edition)
have the Windows Journal Tutorial? Or is this program
just available on some brands of Tablet PC?
