windows is unable to connect to the internet! (stupid machine.)

My friend's Compaq Presario is completely unable to access the
internet. tried using ipconfig, did a fresh reinstall, added a new
ethernet card. cables, modem, and hub are ok, i am accessing from
another networked computer. I tried manually configuring, but to no
avail. i dont know how to solve this! please help! plus, a
pfirewall.log file is non-existent.

hard to say but could be a winsock problem. Try this site,
