Windows is shutting down....

Running with Windows XP home edition...as of late when attempting to restart
or shut down....the systems stays in
"Windows is shutting down..." mode without further action....

I then power the system down manually in order to restart....

Any suggestions on how to troubleshoot this issue?

I do have Norton Antivirus, Firewall and Anti-Spam software
