"Windows Installer"

I am missing the "Windows Installer" function so I cannot
downlod programs to my desktop or anywhere else and expect
to have Windows XP install it. I checked and the file
isn't there. I beleive that the file is msiExec.exe but I
could be wrong. My Windows XP CD has the unopened file but
I can't get it to load it on my PC.

Also I keep getting these sites that want me to "enable"
my cookies yet my cookie files have plenty of cookies. I
emptied the folder and yet I still get cookies from other
sites so why is 20% of the sites want me "enable cookies?"
I also can't find where one would do so. They are not in
the same place as they were with Windows 98 SE

Right-click on your desktop Internet Explorer Icon and select
Properties > Privacy. Adjust the cookie settings slider to "Medium"
and click on Apply".
