Windows installer

A friend of mine just called me and is having trouble with the Windows
installer package. I directed him to a Microsoft page for an updated
version of it, he downloaded it, ran it, and still has the same problem.

Page I directed him to:

He cannot install any programs at all at this point. The error he gets is
something like, "Windows installer is unable to run, your PC might be
running in safe mode, or Windows installer is not installed properly".

Not really sure what to tell him in order to fix it.

This is all the information I have at this point, if more is needed, I will
pick his brain for more.

Any and all help is greatly appreciated!

I did a little more research and asked some more questions of him, and come
to find out, he somehow "de-registered" the installer whilst "cleaning" up
his machine. Problem solved regardless. I know someone would have answered
me on here, so thank you to whomever.
Nothing else like USENET, almost couldn't survive technology without it!

My name is Jim and I have been having the same problem (running Windows XP Professional) described above and now I also have the small window entitled "Windows Installer - Preparing to install" open up everytime I open Internet exployer or a new page and the window "window installer" window stays open and stops my new page from IE from opening for a time.

How can I correct this situation? I can not remove a program and I get the
message window "Windows Installer Service could not be accessed. This can
occur if you are not running windows in Safe Mode, or if Windows Installer is
no correctly installed. Contact your support personnel for assistance."
Please Help me.
