Windows Installer won't start after SP2 install

Once I installed SP2 onto several XP SP1 workstations on our domain, the
windows installer service won't start.

It gets this error:

Event ID:7023

The Windows Installer service terminated with the following error:
The requested lookup key was not found in any active activation context.

It appears to be an interaction problem with our Win2000 domain policy. If
the SP2 workstation is moved out of the domain and into a workgroup, the
installer service starts up. If the workstation is moved into a Win2000
domain without any group policies setup, the service starts fine. Windows
2000 workstations work fine under the domain policy, it is just a problem
between it and XP SP2.... Our domain policy is very extensive, but I can't
find anything that remotely looks like it would be causing problems.

Also, doing a Msiexec.exe /unreg
Msiexec.exe /regserver

will allow the service to start, but once the group policy is applied, it
won't work anymore.

Anyone got any ideas?

Hi!

I’v got the same problem here.
Have found nothing yet.

I’ve read that Windows Installer Service does not user LOCAL SYSTEM
account anymore. Not sure whether this is related to our problem or
not, but will try to find out.

Hi,
I am having the same troubles. The Windows installer service will not work
on a specific machine after someone unistalled several personal programs. If
there is an answer out there besides reinstalling the system, I would like to
hear about it. Thank you

Windows Installer will not launch. Has anyone found a solution besides

It was a matter of GPOs.

Installing the Microsoft Group Policy Management Console from
http://www.microsoft.com/downloads/...24-8cbd-4b35-9272-dd3cbfc81887&displaylang=en
and installing it (you will also need Microsoft .NET Framework 1.1 to
use this tool), and watching which GPOs were being applied on my SP2
OU, I realised that there were some Windows Installer Policy on one of
them:

Windows Settings:
-Security Settings:
-System Services:
-Windows Installer (Startup Mode: Automatic):
PermissionsType Name Permission
Allow BUILTIN\Administrators Full Control
Allow NT AUTHORITY\SYSTEM Full Control
Allow NT AUTHORITY\INTERACTIVE Read

AuditingType Name Access
Failure Everyone Full Control

Don’t remember to put that there.

Simply removing that Policy and restarting the SP2 machine fixed the
problem.
